On 17 June 2010, a Summing-up Conference on Project: „The Promotion of Health, Care and Education Through the Development of the Sports and Recreational Infrastructure of Schools” was held at the seat of the County Office in Wejherowo. Kontrola Instytucji Pośredniczącej

W dniach 17 i 18 czerwca 2010 roku w siedzibie Starostwa Powiatowego przeprowadzona została kontrola zewnętrzna realizacji Projektu: „Promocja zdrowia, opieki i wychowania poprzez rozbudowę infrastruktury sportowo - rekreacyjnej szkół”. Organem kontrolnym było Ministerstwo Zdrowia w Warszawie, będące w strukturze monitoringu Programu Operacyjnego dla Wykorzystania Mechanizmów Finansowych w Polsce Instytucją Pośredniczącą dla Projektów realizowanych w ramach Priorytetu 5 „Opieki zdrowotnej i opieki nad dzieckiem.

The control visit by the Managing Authority

On 17 and 18 September the controlling visit of the Managing Authority took place in the seat of the Project Applicant in accordance with the guidelines defined in the programme document for monitoring and reporting included in the management and implementation system of the EEA and the Norwegian Financial Mechanisms. These tasks, according to the Operational Programme for the use of financial resources under the EEA FM and NFM are realized by the Ministry of Regional Development in Warsaw.

The Second Monitoring Visit

The second visit monitoring the implementation of the project “The Promotion of Health, Care and Education Through the Development of the Sports and Recreational Infrastructure of Schools” took place in the County Office of the Wejherowo County on May 14/15 2009. The visit was planned and realized in accordance with the established by the Donors procedures of The Operational Programme for the use of financial resources under the EEA Financial Mechanism and the Norwegian Financial Mechanism and the guidelines for monitoring and reporting within the Operational Programme of the EEA Financial Mechanism and the Norwegian Financial Mechanism.

The promotion of hippotherapy activities

In May 2009 the Project of the Wejherowo County „The Promotion of Health, Care and Education Through the Development of the Sports and Recreational Infrastructure of Schools” was once again mentioned in the national press. „Życie Warszawy” in its issue of 101/2009 published a colourful insert for children entitled „Bohater” (“Hero”). The offer of health, sport and games for children appeared together with numerous columns, games and competitions. It was the illustration of four projects realized under the Norwegian Financial Mechanism and the EEA Financial Mechanism which aim at the healthcare of children and youth.

The Financial Mechanisms Conference in Warsaw

A conference summing up the completion of open calls under the priority sectors of EEA Financial Mechanism and Norwegian Financial Mechanism in Poland took place on 3 December 2008 in Radisson Hotel in Warsaw. The conference was organized by the Ministry of Regional Development acting as Auxiliary Institution and National Focal Point for both Financial Mechanisms in Poland.

Inspection and audit by the Tax Audit Office

Since October 2008 for the subsequent three months the Project: „The Promotion of Health, Care and Education Through the Development of the Sports and Recreational Infrastructure of Schools” underwent an external control by the Tax Audit Office. The main aim of the inspection was to check the purposefulness and legality of administering the public means and external means and to verify the realization of the conditions of the Grant Agreement for co-financing the Project implementation.

The completion of the Project investment stage

On the turn of October and November 2008 The County Office in Wejherowo completed the realization of the project investment tasks of constructing 10 open access recreation zones for children. Modern and highly standardized artificial grass fields, polyurethane facilities and numerous sports and recreational facilities were created at all the secondary and special schools managed by the County. Altogether, in the zones’ infrastructure the following were constructed: 9 multifunctional fields, 2 tennis courts, 1 handball court, 1 volleyball court, 1 universal field, 1 grass football pitch, 5 running tracks, 7 long jump runway and pits, 1 paddock and 10 recreational squares with 10 board games stands and 10 table tennis stands. At the same time, extending the task’s scope, all the sports and recreational facilities of open access recreation zones for children were equipped with external monitoring under the government support programme for the managing bodies to provide safe conditions for learning, education and care in schools and institutions. Additionally, all the schools were equipped with a considerable amount of sports equipment, a variety of balls and accessories allowing for tournaments in various sports disciplines and the organization of motor activities.

The opening of „Budowlanych”zone

On 6 November 2008 a festive opening was held of the last of ten open access recreation zones: „Budowlanych” zone at ZSP no. 3 in Wejherowo. The ceremony was attended by: representatives of the the Pomeranian Board of Education with Jan Główczewski – Deputy Head of the Department of Wydział Kształcenia Ponadgimnazjalnego i Ustawicznego, Bogdan Tokłowicz – Deputy President of Wejherowo, county commanders of the Police, the Fire Brigade Service, representative of the contractor of the investment task of the Kaszub company from Kiełpino, councilors of the County Council, Members of the County Board the Commission of Education of the County Council, the media of Chopin Cable TV, Vectra Cable TV, Radio Kaszebe, Express Powiatu Wejherowskiego and Dziennik Bałtycki. Because of the specific characteristics of „Budowlanych” zone, the opening ceremony was attended by the local entrepreneurs neighbouring the school complex: Jan Włodarski – owner of Wektor company, Jerzy Wojewski – President of Zakłady Mechaniczne „ZAMEK”, Maciej Naskręt – Head and Jan Naskręt – President of Przedsiębiorstwo „TEXTEL”, Antoni jabłoński – owner of PRI-BUD company and Marek Nagórski – President of the unlimited company Board Kaszuby Incest.

The opening of „Derdowskiego” zone

On 30 October 2008 a festive ceremony was held of opening the ninth out of ten open access recreation zones for children: „Derdowskiego” zone at ZSP in Strzepcz. This zone, is the only zone constructed at the county educational unit situated in a long distance from the city area. The invitation to this opening ceremony was accepted by: Michał Rzeszewicz - the Honorary Consul of the Kingdom of Norway in Gdynia, the representatives of the Province authorities, Zdzisław Szudrowicz - the Head of the Pomeranian Board of Education, the Head of the Department of the National Labour Inspectorate in Wejherowo, the Head of the County SANEPID station in Wejherowo, the representative of the contractor of the investment task of the Kaszub company from Kiełpino, the representatives of the province and county uniformed services of the police, the Fire Brigade Service and the City Guards, councilors of the County Council, Members of the County Board and the Education Commission of the County Council of the Wejherowo County and the media: Chopin Cable TV, Vectra Cable TV, Radio Kaszebe, Express Powiatu Wejherowskiego and Dziennik Bałtycki. Due to the specific location of „Derdowskiego” zone the ceremony was attended by the local community represented by Head of Linia Commune - Łukasz Jabłoński, Strzepcz Commune leader - Brunon Pozanski, rector of the local parish - rev. Andrzej Kmiecik and the editor of „Lesoka” commune news. Numerous inhabitants of Strzepcz – members of the Parents’ Board and also the youth from the county Zespół Szkół Ponadgimnazjalnych and a neighbouring gymnasium took part in the ceremony.

The opening of „Grunwaldzka” and „Starowiejska”zones

A festive opening of the two subsequent open access recreation zones for children constructed under the Project: „The Promotion of Health, Care and Education Through the Development of the Sports and Recreational Infrastructure of Schools took place on 28 October 2008. The ceremony began with the opening of „Grunwaldzka” zone at Zespół Szkół Ponadgimnazjalnych no. 2 in Rumia, and later „Starowiejska” zone at Zespół Szkół Ponadgimnazjalnych no. 1 in Rumia.

Delivery of „Budowlanych” zone

On 24 October 2008 the procedure of the delivery of 2008’ investment task was realized under the Project: „The Promotion of Health, Care and Education Through the Development of the Sports and Recreational Infrastructure of Schools”. The delivery of the fifth constructed open access recreation zone for children: „Budowlanych” at Zespół Szkół Ponadgimnazjalnych no. 3 in Wejherowo took place on this day in accordance with the protocol.

Construction deliveries 2008

On 13 October 2008 the Project office undertook the construction delivery procedure of the investment task ’2008, realized under the Project: „The Promotion of Health, Care and Education Through the Development of Sports and Recreational Infrastructure of Schools”. On this day of protocol the delivery of the following was held in the facilities of four out of five realized open access recreation zones for children: Łąkowa” zone at Zespół Szkół Ponadgimnazjalnych in Reda, „Grunwaldzka” zone at Zespół Szkół Ponadgimnazjalnych no. 2 in Rumia, „Starowiejska” zone at Zespół Szkół Ponadgimnazjalnych no. 1 in Rumia and „Derdowskiego” zone at Zespół Szkół Ponadgimnazjalnych in Strzepcz.

The opening of „Łąkowa” zone

On 10 October 2008 a festive opening was held of „Łąkowa” open access recreation zone for children at Zespół Szkół Ponadgimnazjalnych in Reda. This ceremony was the first stage in the investment task planned for 2008, under which five subsequent open access recreation zones for children will be constructed. At the same time the opening ceremony of „Łąkowa” zone was combined with the county celebration of the Day of National Education called ‘The Teachers’ Day.

Consulting meetings at the Auxiliary Institution

On 16 July 2008 the Management Team of the Project: “The Promotion of Health, Care and Education through the Development of the Sports and Recreational Infrastructure of Schools” held a study tour visit. The venue was the seat of the Auxiliary Institution supporting the realization of the Project, which - for the projects from Priority 5 – health and child care – is the Office for Foreign Aid Programs in Health Care (BPZ), functioning by the Ministry of Health. The meeting was attended by the Leader of the Management Team- Deputy Starost of Wejherowo - Grzegorz Gaszta, the Project Promotor and Head of the Education Department of the Self-Government of Wejherowo - Mirosław Lademann, and the Director of the Office – Jadwiga Jaszczyk.

About the Project in Brussels

Over the recent weeks a May edition of the Status Report (bulletin) of the EEA Financial Mechanisms Office and the Norwegian Financial Mechanism was published. The Office has its permanent seat in Brussels and it manages the use of financial sources of the Donor states – Norway, Iceland and Liechtenstein, which financially support the poorest and new member states in the EU Commonwealth. Within this support the biggest amount of these grants was awarded to Poland, which in three subsequent annual allocations from both financial mechanisms received the amount of 533,51 million euro for the realization of the projects. From the perspective of Brussels, as we can read in the FMO Status Report, health and child care is a priority in most Beneficiary states. By the end of 2008 Iceland, Liechtenstein and Norway approved and channeled support to 74 projects under this priority with grants totalling € 56 million in subsequent competitions. Majority of these projects is realized in Poland, the Czech Republic and in Lithuania. The Projects in the health and child care sector have a wide outreach and thousands of people benefit from the co-financed medical examinations and activities.

The summer months and particularly the summer holiday period of the year 2008 are the second stage of the process of developing the sports and recreational infrastructure of schools under the Project. In this investment task the construction of 5 subsequent open access zones for children was initiated: the „Starowiejska” zone at Zespół Szkół Ponadgimnazjalnych No.1 in Rumia, the „Grunwaldzka” zone at Zespół Szkół Ponadgimnazjalnych No.2 in Rumia, the „Łąkowa” zone at Zespół Szkół Ponadgimnazjalnych in Reda, the „Derdowskiego” zone at Zespół Szkół Ponadgimnazjalnych in Strzepcz and the „Budowlanych” zone at Zespół Szkół Ponadgimnazjalnych No. 3 in Wejherowo.

Opening the three zones: „Bukowa” „Strzelecka” and „1000 Lecia”

On 3 June 2008 a festive opening of the three subsequent open access recreation zones for children was held: „Bukowa” zone at ZSP no. 1 in Wejherowo, „Strzelecka” zone at ZSP no. 2 in Wejherowo and „1000-Lecia” zone at ZSP no. 4 in Wejherowo. The European Promotion of the Project

The Project of the Self-government of the Wejherowo County „ The Promotion of Health, Care and Education through the Development of the Sports and Infrastructure of Schools” realized thanks to the support of Iceland, Liechtenstein and Norway in form of co-financing from the EEA Financial Mechanism is raising interest and appreciation in the wide local community. Hence, the Project shows a competitive advantage over other similar Project of the first call for co-financing from the Donor states in the sphere of support for Priority: Health and child care. This advantage is emphasized by constant and complex undertaking of the task of the development of the sports and recreational infrastructure in all the managed schools, a wide scope of organization of 10 open access recreation zones for children, the development of 38 modern and highly standardized sports and recreational facilities, and also exceptionally wide scope of impact on promotion of health, care and education through the realization of unmet so far as many as 4800 hours of free local, extracurricular and after-school activities.

The meeting of Beneficiaries

On 6 March 2008 the Project Team of the Self-government of the Wejherowo County directly managing the realization and implementation of the Project: „The Promotion of Health, Care and Education through the Development of the Sports and Recreational Infrastructure of Schools” participated in a Warsaw working/conference meeting of the Beneficiaries realizing the Projects. The organizer of the meeting was the Office for Foreign Aid Programs in Health Services in Warsaw as the Auxiliary Institution in the system of management and monitoring the Projects realized in the sphere: Health and Child Care Priority and supervising direct contact with the Beneficiaries of the support and control over the realization of the Projects.

The Monitoring visit

On 4 March 2008 a visit monitoring the progress of the Project: „The Promotion of Health, Care and Education through the Development of the Sports and Recreational Infrastructure of Schools” was held in the County Office in Wejherowo. Partnership Survey

The Project of the Self-government of the Wejherowo County ‘The Promotion of Health, Care and Education through the Development of the Sports and Recreational Infrastructure of Schools’ is implemented thanks to the co-financing from the EEA Financial Mechanism. The absorption of these means also leads to mutual acquaintance and to the creation of contacts between the recipients of the financial support and the Donor states - Iceland, Liechtenstein and Norway belonging to the EEA.

Summing up the Project year 2007

The end of the calendar year is the time to verify the correctness of the Project implementation as defined in the Project management mechanism. The fourth quarterly report and the annual report on the Project implementation were made within the monitoring system established by the Operator. In this bilingual report an account about the status of implementing the indicators and the project tasks was rendered to the Intermediary Institution (Office for Foreign Aid Programs in Health Care), The National Focal Point (The Ministry of Regional Development as the Managing Authority) and via these institutions directly to the Financial Mechanisms Office in Brussels. The committment of the amount of 44 % of the in-kind implementation of the Project was pinpointed, including: 30 % of the implemented promotional activities; 96 % of the implemented trainings; 69 % of the completed investment tasks combined with delivering two open access recreation zones for children dziecięcej – „Sobieskiego” at Specjalny Ośrodek Szkolno-Wychowawczy no. 1 in Wejherowie and „Sabata” at Zespół Szkół Specjalnych no. 3 in Rumia; 30 % of the purchased sports equipment and 2 % of the implemented sports and recreational activities.

Undertaking activities

The completion of construction works and delivery of the first completed open access recreation zones „Sobieskiego” at Specjalny Ośrodek Szkolno-Wychowawczy no. 1 in Wejherowo and „Sabata” at Zespół Szkół Specjalnych no. 3 in Rumia, made it possible to undertake sports and recreational activities under the established in the Project of The County Programme for the Promotion of Health, Care and Education.

Medical Rescue Trainings 2007

As a part of immediate preparations for the start of sports and recreational activities under the County Programme for the Promotion of Health, Care and Education on 18-20 September 2007 two-day trainings were held in 4 groups on Emergency First Response Primary Care (CPR) for teachers, child carers and sports instructors of the first five open access recreation zones for children. The staff of ZSP no. 4 in Wejherowo participated in the training of group 1, the staff of SOSW no. 1 in Wejherowo and ZSS no. 3 in Rumia in group 2, the staff of ZSP no. 2 in Wejherowo in group 3 and the staff of ZSP no. 1 in Wejherowo as group 4. Altogether 115 participants took part in the training, they updated and completed their qualifications and skills defined as necessary for full realization of care under the Project.

On 24 September 2007 during a festive ceremony there took place a reception/delivery procedure of the investment task of building and developing the sports and recreational infrastructure of Zespół Szkół Specjalnych no. 3 in Rumia and Specjalny Ośrodkek Szkolno-Wychowawczy no. 1 in Wejherowo realized in accordance with the building project.

The safety training

As the moment of beginning the realization of sports and recreational activities under the County Programme for the Promotion of Health, Care and Education is approaching, a training on internal safety procedures, necessary to obey while organizing mass extracurricular activities and local sports and recreational events was held in the seat of the County Office in Wejherowo on 28 August 2007.

The qualifying trainings for the carers

In June and July 2007 there were three turns of the Project training meetings qualifying for the implementation of the sports and recreational activities in health care for children. The two-day training programmes took place in the hotel and sports buildings of the Sasino Palace. 120 teachers, carers and educators of the schools managed by the Wejherowo County in which the open access recreation zones for children will be built took part in the training sessions, including the headmasters and deputy heads of the schools - co-participants in the Project, the County Office workers representing the Project Management Team and the Beneficiary-Applicant.

The Grant Offer for co-financing the Project

On 26 June, 2007 The Grant Offer for co-financing the Project: The Promotion of Health, Care and Education Through the Development of the Sports and Recreational Infrastructure of Schools” was signed in the County Office in Wejherowo. The Contract with The Minister of Health acting as the Fund Operator in Health and Child Care priority was signed by the Beneficiary - Applicant: Starost of Wejherowo Józef Reszke and Deputy Starost Grzegorz Gaszta. The signing of the contract closes the 19-month long period of the Project qualification and evaluation and it ensures the co-financing under the EEA Financial Mechanism at an overall amount of 1.065.297 Euro.

The Project inaugural conference

On 15 June 2007 an inaugural conference of the Project: The Promotion of Health, Care and Education Through the Development of the Sports and Recreational Infrastructure of Schools” co-financed under the EEA Financial Mechanism was held in The County Office in Wejherowo. The conference was opened by the Starost of Wejherowo, Beneficiary – Project Applicant, Józef Reszke. Among the participants there were guests representing the educational community of the county, the local, voivodeship, and central authorities, the Programme operator bodies (Ministry of Regional Development, Ministry of Health) and the central place was taken by Micha? Rzeszewicz, Honorary Consul of The Kingdom of Norway in Gdynia.
